Who We Are
PPSA is a nonpartisan group of U.S. citizens who advocate for greater protection of our privacy and civil liberties in government surveillance programs.
We advocate in the public arena and before Congress for guidelines and audits to hold these secret programs accountable to constitutional and statutory protections.
PPSA also uses litigation under the Freedom of Information Act (FOIA) to uncover the nature and extent of federal government surveillance, including the unmasking of Americans whose communications are caught in surveilled foreign intelligence.
PPSA agrees it is vital that U.S. intelligence agencies and law enforcement have the ability to protect the people of the United States against terrorists and foreign powers that intend to do us harm. But we hold fast to the conviction that the programs of the governing Foreign Intelligence Surveillance Act (FISA) can be managed in a way that is both effective and respectful of essential constitutional and statutory protections.
In short, PPSA seeks a federal government that wields the awesome power of information with due restraint.

Policy Advisors:
- Dale Leibach: Dale is a communications specialist with extensive public policy and legislative experience. He has worked in the United States Senate for Sen. Tom Harkin (D-Iowa) and Sen. Robert Torricelli (D-NJ). Dale previously worked for then-Sen. Walter Mondale (D-MN) when he was the vice presidential running mate on the Carter-Mondale ticket. Dale then served in the White House for four years for then-President Jimmy Carter. Many of his past clients have had legislative and public policy agendas and include organizations such as the American Civil Liberties Union (ACLU).
